Can you, please, provide information on application/use of digital signature for individuals, specifically on the following: submission of documents package for legalization of property that is located on the territory of the Republic of Kazakhstan and title for which is not registered in compliance with the Republic of Kazakhstan legislation through e-Gov portal in accordance with the Law of the Republic of Kazakhstan “On e-documents and digital signature” and the Law of the Republic of Kazakhstan “On Informatization”.
In accordance with the Article 7 of the Law of the Republic of Kazakhstan “On e-documents and digital signature”, an e-document complying with the requirements of the Law and signed with the digital signature by an authorized person is equivalent to the signed paper document.
In accordance with Article 7 of the Law of the Republic of Kazakhstan “On amnesty of the citizens of the Republic of Kazakhstan, oralmans and those who have residence permit in the Republic of Kazakhstan due to legalization of property by them” as of June 30, 2014, if other is not stated by the Article 10 of the present Law, legalization of property on the territory of the Republic of Kazakhstan, title for which is not registered in accordance with the legislation of the Republic of Kazakhstan, is executed through submission of the following documents to the commission:
1)application for property legalization in two copies in accordance with appendix 1 to the present Law;
2)copies of ID documents with presentation of original ID document when submitting an application;
3)report by an authorized expert executing technical inspection of buildings and constructions on their compliance with construction standards and rules;
4)property`s technical certificate.
Documents stated in Clause 1 Article 7 are submitted by legalization entities at the property location.
Also, in accordance with subclause 63) of the Article 1 of the Law of the Republic of Kazakhstan “On Informatization” as of November 24, 2015 , e-Gov is a system for government agencies interaction between each other as well as with individuals and legal entities based on automation and optimization of public functions and also, intended for delivery of e-services.
In accordance with the applicable legislation, legislation of the property located on the territory of the Republic of Kazakhstan the title for which is not registered through e-Gov portal is not implemented (not automated) and is delivered by local executive bodies in hard copy.
Thus, you are required to submit the abovementioned documents in hard copy.
Currently, mass media has provided information on the project devoted to implementation of the broadband Internet to the villages. At what stage is the project now?
To provide rural citizens with the broadband Internet services with a higher speed, Kazakhtelecom JSC and Transtelecom JSC execute activities for development of the project called “Provision of the broadband Internet to villages of the Republic of Kazakhstan”.
The project is due to be implemented in two stages:
Stage 1: 2017-2018;
Stage 2: 2019-2025.
Currently, the project is on the development stage. In compliance with the Law of the Republic of Kazakhstan “On public-private partnership”, a concept of PPP is under development for the further undergoing of inspection in “Public-Private Partnership Center of Kazakhstan” JSC.
Also, activities are executed on determination of the list of villages for the 1 stage of the project and also, negotiations with investors are held.
