Today in Astana, Dauren Abayev, Minister for Information and Communications, had a meeting with citizens with representatives from expert community and NGOs participating. During the meeting, Dauren Abayev reported on the activities performed by the Ministry within the year, and also told about the plans for the forthcoming period.
After the report, he answered to the questions asked by attendees and by citizens of other regions who participated in the meeting through web-conferencing, and also to the questions that were submitted to the Ministry`s website.
This year, Ministry will begin stage-by-stage connection to Digital Terrestrial TV/Radio Broadcasting in the country. Thus, by the end of 2018, Mangistau, Zhambyl and South Kazakhstan regions will move to Digital Terrestrial TV and Radio Broadcasting. In other regions, its implementation will be completed by the end of 2020.
Besides, under the Law “On Access to Information”, the “Open Government” project was implemented, where everybody can post their questions in government agencies` executives` blog-platforms and participate in web-conferences and polls at the “Open Dialogue” portal. These tools were created to expand citizens’ involvement in government operation.
One of the areas of Digital Kazakhstan National Program that was established last year is to develop the Internet infrastructure in the country.
Currently, over 13 million citizens have access to the high-speed Internet. Localities with population of over 10 thousand people are covered by 3G standard communication and localities with over 50 thousand people - by 4G standard. Last year, the 4th generation communication became available for all regional centers countrywide.
The Ministry`s further task is to establish broadband Internet in rural localities, and the relevant project is implemented under PPP scheme.
As part of the Project, by 2021, the high-speed Internet will be available in 1249 rural localities with population of over 2 million.
Among the launched projects under the Program, Dauren Abayev marked the e-Labour market and the creation of legal conditions for e-commerce development.
Ministry of Information and Communications performs major consistent activities in terms of public services delivery.
Thus, today, e-Gov portal enables obtaining 235 services, and eLicense.kz portal delivers 399 services.
In 2017, over 34 million services were delivered via the e-Gov portal and about 1 million licenses and approval documents were issued through “e-Licensing” IS. Since 2012, over 135 thousand companies have been established through e-gov.kz portal.
Today, Government for Citizens Public Corporation is delivering over 83% public services (621 services). Last year, it delivered 38 million services and since the year-beginning it has delivered over 10 million services.
